We are the Louisiana Chapter of EMSPAC.
On behalf of the Emergency Medical Services Public Advocacy Council (EMSPAC), this letter serves as formal notice of our intent to advocate for comprehensive and sustainable improvements to the emergency medical services system within the State of Louisiana.
EMSPAC is organized to represent the collective interests of Emergency Medical Services professionals and to ensure that public policy reflects the realities of frontline care delivery. Current conditions across Louisiana indicate increasing systemic strain driven by workforce shortages, insufficient reimbursement methodologies, and structural inefficiencies that undermine both provider sustainability and patient outcomes.
Accordingly, EMSPAC has established the following policy priorities:
1. The modernization of reimbursement frameworks to accurately reflect the cost of readiness, response, and clinically appropriate treatment-in-place services.
2. The advancement of workforce stability through competitive compensation, benefits, and safe working conditions.
3. The promotion of patient-centered care models designed to improve outcomes and reduce unnecessary utilization of emergency departments.
4. The implementation of transparent and accountable system oversight mechanisms at both state and local levels.
5. The support of equitable EMS system design that prioritizes performance and access, and opposes anti-competitive structures that limit accountability or innovation.
EMSPAC intends to engage collaboratively with members of the Legislature, regulatory agencies, and relevant stakeholders to develop and support policies consistent with these objectives. Our organization is committed to providing data-informed, operationally grounded input to assist in the development of effective EMS policy.
